WHERE THINGS STAND

House: Passed 216–212 on July 22 with Section 219 intact. The Rules Committee blocked a floor vote on the bipartisan Massie–Khanna amendment to strip it.

Senate: Stalled. A July 14 cloture vote to begin debate failed 50–46 (60 needed). Sens. Van Hollen and Sanders led opposition; Majority Leader Thune voted no on procedural grounds to preserve a future vote.

Next: House and Senate must reconcile competing versions (House Sec. 219 / Senate Sec. 1217) in conference. Reconciliation isn't expected before November or December 2026.

AB 2159 fixes serious problems in California law that could silence teachers, students, and Palestinian advocates. It corrects the IHRA antisemitism definition — which criminalizes criticism of Israeli government policy — removes a politically appointed school coordinator, and closes loopholes that expose educators to bad-faith discrimination complaints.

NDAA Section 219 Tracker

Block the Bombs is a campaign centered on H.R. 3565, the Block the Bombs Act. The bill would prevent the Trump administration from delivering weapons to Israel. If enacted, it would stop the shipment of specific munitions Israel has used in Gaza, including BLU-109 bunker busting bombs, MK80 series bombs, and Joint Direct Attack Munitions.
